HRW Cites Alarming IS-K Attacks On Afghan Minorities, Taliban Failures To Protect Them

6th September, 2022 · admin

Radio Free Europe/Radio Liberty
September 6, 2022

Human Rights Watch (HRW) has warned of repeated attacks on religious minorities in Afghanistan by a local affiliate of the militant group Islamic State and the ruling Taliban’s failure to protect those communities.

It points to “numerous brutal attacks against members of the Hazara community” by fighters loyal to the so-called Islamic State-Khorasan (IS-K) as victims “go to school, to work, or to pray, without a serious response from the Taliban authorities.”

The IS-K has claimed responsibility for at least 13 attacks on Hazara, a mostly Shi’ite ethnic minority, and killed at least 700 people in those and several other attacks to which it is linked, HRW said in a September 6 report.

“The Taliban have an obligation to protect at-risk communities and assist the victims of attacks and their families,” HRW quoted its Afghan researcher Fereshta Abbasi as saying.

The international community doesn’t recognize the Taliban-led government and has consistently and bluntly criticized it for alienating Hazara and other religious, tribal, and ethnic minorities since it took over most of Afghanistan as the UN-backed government and U.S.-led international troops fled in mid-2021.

Analysts have long warned that the ultraradical IS-K is trying to undermine the Taliban’s hard-line rule through violence against vulnerable groups and by launching attacks on neighboring countries from Afghanistan.

On September 5, the IS-K claimed responsibility for a suicide bombing near the Russian Embassy in Kabul that killed at least six people, including two embassy employees.

HRW listed multiple attacks claimed by IS-K including on a high school, mosques, and more random targets.

It cited a report by the UN Assistance Mission in Afghanistan (UNAMA) as saying recent attacks on Shi’ite gatherings in Kabul alone have killed or injured more than 120 people.

Hazara have faced particularly intense and consistent discrimination from successive Afghan governments for over a century, HRW said.

HRW urges the IS-K, the Taliban, and others to comply with international humanitarian law. It says Taliban authorities should prosecute for grave abuses and “protect at-risk minorities…and ensure their rights to access education and worship without fear.”

The rights group also says the Taliban should protect the rights of women and engage with at-risk communities and NGOs.

It also say foreign governments that engage with the Taliban should urge better minority protection from Kabul and all countries should “suspend forcible returns to Afghanistan and should look favorably on applications for asylum” and other forms of international protection.

Blast in Kabul Kills 2 Russian Embassy Staff, 4 Afghans

5th September, 2022 · admin

ISLAMABAD — A blast near the entrance to the Russian embassy in Afghanistan’s capital, Kabul, Monday killed at least six people, including two employees of the diplomatic mission.

An “unidentified terrorist activated an explosive device” when a Russian diplomat stepped outside to announce the names of Afghan visa applicants standing in line, Russian state media reported, citing the foreign ministry and witnesses.

The fate of the diplomat was not immediately known.

Khalid Zadran, the Kabul police spokesman, said a suicide bomber carried out the attack but was killed by Taliban security guards before he could reach his target.

“The bomber intended to blow himself up in the crowd but security forces intercepted and targeted him before he could reach his goal, which caused the explosion,” Zadran said on Twitter.

Zadran confirmed the death of four Afghan civilians, adding the incident left at least 10 others injured.

Moscow’s embassy in Kabul “is in close contact with Afghanistan’s special services, who have launched a probe into the incident,” the Russian Foreign Ministry said.

Russian Foreign Minister Sergei Lavrov and his counterpart from Tajikistan, Sirojiddin Muhriddin, paid tribute to the victims of the Kabul attack before commencing bilateral talks in Moscow.

There was no immediate claim of responsibility for the deadly blast, the first such attack outside a diplomatic mission in the Afghan capital since the Taliban seized power a year ago.

Taliban foreign ministry spokesman Abdul Qahar Balkhi said their security forces have launched “a comprehensive” investigation and will boost security at the embassy.

“The Islamic Emirate has close relations with the Russian Federation & will not allow the enemies to sabotage relations between both countries with such negative actions,” Balkhi said on Twitter.

The United Nations Assistance Mission in Afghanistan (UNAMA) condemned the deadly attack and expressed its condolences to the families of those killed.

“In light of recent events, UNAMA stresses the need for the de facto authorities to take steps to ensure the safety and security of the people as well as diplomatic missions,” UNAMA said on Twitter.

The Islamist Taliban’s return to power has brought security to much of Afghanistan but bomb explosions targeting and killing pro-Taliban clerics and the country’s minority Shiite Muslim community have increased.

The self-proclaimed Islamist State’s Afghan affiliate, known as Islamist State Khorasan Province or ISIS-K, has claimed credit for plotting most of the attacks since the Taliban took over the country in August 2021 when the United States and NATO allies withdrew all their troops from Afghanistan after 20 years of war with the former insurgents.

China, Iran, Pakistan, Qatar, Russia, Turkey, the United Arab Emirates and Uzbekistan are among neighboring and regional countries that have kept their embassies running in Kabul since the Taliban takeover. The U.S. and other Western nations relocated their diplomatic missions to Doha, the capital of Qatar.
