Pakistan’s Ex-PM Khan Makes Court Appearance Amid Clashes Between His Supporters and Police

Pakistani riot police Saturday clashed with thousands of former prime minister Imran Khan supporters as his motorcade arrived outside the court building in the capital, Islamabad, to face charges of unlawfully selling state gifts he received when in office.

Officials claimed that law enforcement personnel fired massive tear gas shells to disperse the crowd after stones were thrown at them. The violent standoff prevented Khan from entering the court building for several hours and injured dozens of people —prompting the judge to allow Khan to register his appearance from inside his vehicle and adjourn the proceedings until March 30.

Khan, the head of the Pakistan Tehreek-e-Insaf (PTI) party, denies corruption allegations, calling them politically motivated. His decision to finally make the court appearance followed a high court decision Friday to cancel an arrest warrant a lower court had issued earlier this month after he failed to appear on several recent court dates.

Thousands of police personnel were deployed in and around the compound housing the court in the Pakistani capital ahead of Khan’s appearance Saturday after he had cited threats to his life. His close aide, Shireen Mazari, denounced the police for attacking PTI supporters.

“What is happening today in Pakistan is a violation of the Pakistan constitution as well as Pakistan’s international legal commitments and, therefore, the international community needs to take note and act so that democracy is not totally destroyed and fascism is not established within the country because that’s where it is heading right now,” Mazari said.

Government officials have criticized Khan for avoiding court appearances to answer corruption charges.

Clashes between Khan’s supporters and security forces erupted earlier this week outside his residence in Lahore, the capital of Punjab, the most populous Pakistani province, when police attempted to arrest him for failing to make his court dates.

Separately on Saturday, police stormed Khan’s home in Lahore shortly after he left for the court in Islamabad and baton-charged dozens of his supporters there before rounding them up, according to television footage, witnesses, and police officials. TV coverage, however, showed police using bulldozers to smash down a wall and the main gate to the residence.

Provincial police chief Usman Anwar told reporters the operation was aimed at removing encroachments and blockades erected by PTI supporters outside Khan’s residence in the upscale Zaman Park neighborhood. He said the operation had taken more than 60 people into custody on suspicion they were behind attacks on police personnel earlier this week.

Anwar claimed that police found masks, gasoline-filled bottles and batons used in attacks on police during the week that came from the residence, allegations PTI leaders rejected as fabricated.

“Meanwhile, Punjab police have led an assault on my house in Zaman Park, where Bushra Begum is alone. Under what law are they doing this?” Khan wrote on Twitter, referring to his wife, as his convoy traveled to Islamabad.

The police action came despite Friday’s orders by a provincial high court barring authorities from raiding the residential compound.

Khan was ousted from office last April by a parliamentary no-confidence vote. The cricket hero turned politician has since been slapped with dozens of legal challenges across Pakistan — ranging from sedition and terrorism to corruption charges — his lawyers told a provincial court in Lahore on Friday. If convicted the ousted leader could face disqualification from national politics.

The 70-year-old PTI chief denies all the allegations, saying his successor, Prime Minister Shehbaz Sharif, is behind the cases to prevent him from contesting elections and staging a comeback to power. Khan also has accused the government of unleashing a crackdown on leaders and workers of his Pakistan Tehreek-e-Insaf party to deter them from participating in elections later this year.

The government rejects the charges, saying it has nothing to do with Khan’s legal challenges nor is it targeting the opposition party.

Additionally, Khan has alleged that his removal from power resulted from a conspiracy by Sharif and the United States, charges both Washington and Islamabad have rejected.

The deposed leader has led massive nationwide protests to demand a snap election. Sharif has rejected the demand, saying elections will be held in Pakistan as scheduled later this year. Khan was shot and wounded in the leg during a rally last November in an attack he alleges was orchestrated by the government to kill him. Officials deny the allegations as baseless.

The political turmoil comes as Pakistan faces a deepening economic crisis. The Sharif administration’s attempts to convince the International Monetary Fund to resume critical lending to the cash-strapped country have failed because of a lack of crucial reforms.

Several Barbers Arrested by Taliban in Farah Province

On Friday, sources reported that Taliban arrested more than 20 barbers in 10 days on the charge of trimming and shaving the beards of youths in Farah. Afghanistan beat Bangladesh by 7 wickets in U-19 Tri-Series opener

UNSC Agrees on Conducting Assessment for Tackling Taliban, Members Diverge on Focus

The UN Security Council unanimously called for an independent assessment and recommendations for dealing with the Taliban’s failings, although key members differed on the approach – with Western powers and key allies stressing human rights violations while Russia and China called for focusing on humanitarian needs and the negative impact of “unilateral sanctions.”

The resolution states that the request emanates from “concern at the lack of progress on the Security Council’s expectations of the Taliban.” The 15-member council requested that UN Secretary-General Antonio Guterres conduct and provide the independent assessment no later than November 17. 

“The Security Council requests that the independent assessment provide forward-looking recommendations for an integrated and coherent approach… to address the current challenges faced by Afghanistan, including, but not limited to, humanitarian, human rights and especially the rights of women and girls, religious and ethnic minorities, security and terrorism, narcotics, development, economic and social challenges, dialogue, governance and the rule of law,” the resolution, voted on and released on Thursday, said.

The resolution also called for advancing the objective of a secure, stable, prosperous and “inclusive” Afghanistan. 

In addition to approving the measure on tasking a team of experts to develop an international strategy toward Afghanistan, the UNSC also adopted a resolution extending UNAMA’s mandate for one year.

The UAE and Japan, in their capacity as penholders on Afghanistan, co-sponsored the resolution, which UAE ambassador Lana Nusseibeh said is necessary because the scale of the crisis demands a departure from business as usual.

“In requesting this assessment, the Security Council is not only demonstrating its deep concern with the alarming trajectory in Afghanistan, but it’s choosing to do something about it. Without a persistent and coordinated international effort, the status quo that contributed to the worst women’s rights crisis in the world is likely to continue,” Nusseibeh said in a statement.

This proposal, she added, reflects the UNSC’s recognition that Afghanistan faces an exceptional set of challenges, including the severe deterioration of women’s rights, the rise in humanitarian needs, and escalating security threats, as well as the unsustainable economic situation.

Chargé d’affaires, a.i. of Afghanistan, Naseer Ahmad Faiq, who is not recognized by the Taliban, in his remarks said the best way to address the situation is by ensuring a legitimate and inclusive system of governance and hopes the UN will continue to see dialogue regarding a meaningful political process as a high priority.

US Ambassador Robert Wood during the meeting said the council’s actions directly supports the empowerment of women and girls in Afghanistan and their “equal and meaningful participation in all stages of decision-making.”

According to the UNSC meeting notes, many delegates spotlighted the decisions and actions of the Taliban, which they said have only compounded the crisis in Afghanistan.  UK envoy Barbara Wood slammed the Taliban’s decree barring Afghan women from working at NGOs which has affected humanitarian efforts. 

“We will work to hold the Taliban to account on its commitments,” Wood said.

France’s Nathalie Estival Broadhurst raised concerns about what she described as the Taliban’s “freedom-killing measures” and called on the radical movement to respect the commitments it previously made to the international community.

Russian Deputy Permanent Representative Anna Evstigneeva in her remarks strongly underscored that the UN’s mission in Afghanistan must be free of all political contrivances.

“Any attempts to politicize humanitarian aspects on various pretexts are immoral and unacceptable,” Evstigneeva said.

As far as the assessment, she added, Moscow calls for consulting with the “de facto authorities” of Afghanistan during the entire process and making sure a holistic approach is taken.

“We expect the report to be well-balanced and reflective of real challenges, including the freezing of the Afghan assets, assistance for development, and recovery of economy of the country, as well as assessment of the negative impact of unilateral sanctions,” she added.

Chinese envoy to the UN, Sun Zhiqiang, stressed that mutual respect and dialogue, not “pressure and sanctions,” are key to finding true solutions to the crises Afghanistan is facing.

The international community’s priorities, he added, should be relieving the humanitarian crisis and promoting socioeconomic development while backing engagement with the Afghan authorities. He also took aim at “unilateral sanctions,” arguing that they exacerbate the humanitarian crisis and should be given close attention in the assessment.

In February, President Joe Biden renewed executive order 14064, which freezes certain assets of Afghanistan’s central bank in light of legal claims against the funds filed in US courts by victims of terrorism.  The Biden administration reserved half of the $7 billion in Afghan assets to victims of 9/11 and the other half went to an Afghan trust fund in Switzerland.

However, about three weeks ago a US judge ruled that the victims of 9/11 are not entitled to seize any of the Afghan bank funds. The Taliban, not the people of Afghanistan, must pay for the Taliban’s liability in the 9/11 attacks, the judge wrote.

OIC to send team of scholars to Afghanistan

Ariana: The Organization of Islamic Cooperation (OIC) said on Thursday it will send a team of scholars to Afghanistan for dialogue on aspects related to Islam’s position on women’s education and work. “The OIC will continue its efforts and dialogue with the concerned authorities in Afghanistan and, in coordination with the International Islamic Fiqh Academy (IIFA), will send an expanded team of scholars to Afghanistan for dialogue on aspects related to Islam’s position on women’s education and work,” OIC Secretary General Hussain Ibrahim Taha said while speaking at a meeting of the council of foreign ministers of OIC in Mauritania. No Change in India’s Position On Not Recognising Taliban: Foreign Ministry

Khaama: The External Affairs Ministry Spokesperson Arindam Bagchi said on Thursday there had been no change in India’s position on not recognizing the de facto government in Kabul; the remarks came amid the reports of an Afghan policy body asking officials to attend an online program under the ITEC initiative.  At a media briefing, the spokesperson also said that the Indian side does not issue any note verbal to any entities that New Delhi does not recognize. Khalilzad’s Memories of Fahim

Three Taliban Fighters Are killed In Jawzjan and Faryab

8am: According to local sources, Two Taliban fighters were killed in Jawzjan in an attack by armed men. On Wednesday, this incident reportedly happened in Faiz Abad district of Jawzjan province, A source from the National Resistance Front (NRF) claimed that these Taliban fighters were killed in an attack by members of this front.
