As Afghan Violence Continues, US Calls For Peace Talks ‘Without Delay’

ISLAMABAD, PAKISTAN – Taliban insurgents have staged a suicide car bombing and armed assault against a police base in eastern Afghanistan, killing at least three security officers and injuring several others.

Tuesday’s attack in the border province of Paktia came hours after U.S. National Security Advisor Robert O’Brien renewed Washington’s call for Afghan warring parties to urgently begin peace talks.

The early morning insurgent raid targeted a security compound in the provincial capital, Gardez, an area police spokesman told VOA.

Wahedullah Nizami said a suicide bomber detonated his explosives-filled vehicle at the entrance gate before two heavily armed men stormed the facility. Afghan forces swiftly engaged and killed the assailants after a brief gunfight, Nizami added.

The Taliban took responsibility for the plotting the attack, claiming it inflicted heavy casualties on Afghan security forces.

On Monday, NSA advisor O’Brien spoke to Afghan President Ashraf Ghani about a U.S.-led push for peace talks with the insurgents to end the war.

The NSA’s office tweeted that O’Brien discussed “the need for intra-Afghan talks to start without delay.” He reiterated U.S. support for “a sovereign, democratic, and unified #Afghanistan that never again serves as a source of international terrorism.”

An Afghan presidential spokesman tweeted Tuesday that both sides “emphasized the importance of a cease-fire for a durable peace.”

The proposed negotiations are stipulated in the February U.S.-Taliban agreement that called for the insurgents to free 1,000 Afghan security forces they held captive in exchange for the release of 5,000 Taliban prisoners.

Ghani has freed all but 320 insurgent inmates, waiting until the Taliban free more captured Afghan soldiers and thus delaying the much-hoped-for peace negotiations. The insurgents have linked their participation in the talks to the release of all their prisoners.

The U.S.-Taliban deal aims to end the nearly two-decade Afghan war, America’s longest.

Washington has reduced U.S. forces in Afghanistan from 13,000 to 8,600 in keeping with the accord, which binds the Taliban to prevent the use of Afghan soil for international terrorism and seek a political settlement with rival factions to end the country’s long conflict.

The United Nations says Afghan civilian continue to bear the brunt of the conflict. The U.N. office in Kabul has documented nearly 3,500 civilian casualties, including about 1,300 deaths, in the first half of this year, though the figures represented a 13% decrease in comparison with the first half of 2019.

Russia has also criticized the Ghani government for having “put forth new conditions” for the release of Taliban prisoners. Russian Foreign Ministry spokeswoman Maria Zakharova urged Kabul to urgently complete the exchange of prisoners to pave the way for intra-Afghan negotiations.

“We have pointed out that any delays in launching the intra-Afghan talks undermine the international efforts towards a settlement in Afghanistan and throw into question the Afghan authorities’ desire for an early restoration of peace in the country,” Zakharova warned.

Meanwhile, Afghan authorities confirmed Tuesday the deaths of 190 people in last week’s rains-triggered flooding in the country. An official announcement said nearly 4,000 houses have also been destroyed or damaged.

Afghan Government Releases 100 ‘Dangerous’ Taliban Prisoners

Afghan officials say they have released about another 100 Taliban prisoners as part of a prisoner swap meant to clear the way for the start of peace talks between Kabul and the Taliban.

Afghan officials have described the remaining prisoners as the most dangerous, accusing them of masterminding attacks on embassies, public squares, and government offices, killing thousands of civilians in recent years.

The release of 400 Taliban prisoners was approved last month at a consultative Loya Jirga in Kabul. Eighty of them were released last month.

The decision came more than five months after Washington and the Taliban made the release of prisoners by both sides a condition for the talks between the militant group and Kabul.

A government official who did not want to be named told RFE/RL on September 1 that the release of the prisoners will be completed in the next few days and that talks between the government and the Taliban will begin in Qatar.

The official said the process could be completed by September 2 and that an Afghan government delegation will immediately travel to the Qatari capital of Doha for negotiations with the militant group.

The release of the prisoners is the last hurdle to opening peace talks between the internationally backed government in Kabul and the Taliban under a peace deal signed in February between the militants and the United States.

Afghanistan reports 31 new COVID-19 infections

Xinhua: The Afghan Ministry of Public Health on Tuesday reported 31 new COVID-19 cases, bringing the total number of infected people to 38,200. Four patients died within the period, taking the death toll to 1,406, the statement added. The total number of people having recovered from the virus reached 29,254 after 142 new recoveries were recorded since early Monday. Click here to read more (external link).

Sports Activities Resume in Afghanistan after Six Months

Tolo News: All sports activities have resumed after a six-month break due to the coronavirus outbreak, according to sports officials, who said the activities will follow certain health safety guidelines. Qaisari in Kabul to Meet With Govt Officials

Tolo News: Controversial police commander Nizamuddin Qaisari, who escaped a government operation attempting to arrest him last December, is now in Kabul to meet with government officials. Qaisari, who served as Qaisar’s local police commander in the northern province of Faryab, was once arrested along with 20 of his men by the Afghan Army’s 209 Shaheen Corps in November 2018. Afghan cabinet committee approves inclusion of mother’s name on national ID cards

1TV: Afghan cabinet’s law committee on Monday approved a proposal to include mother’s name on national identity cards. Ghani’s senior adviser assassinated in Kabul

1TV: Afghan President Ashraf Ghani’s senior adviser on public affairs was killed in an attack in capital Kabul on Sunday evening. Mohammad Hassan Hotak, also a former senator from Zabul province, was killed near his house in Qala-e-Wazir, Police District 5 of the city, according to police. Iran launches trade routes through Afghanistan for Central Asia

Ariana: Two new key trade corridors between Iran and Central Asian countries, through Afghanistan, have been launched and are expected to considerably boost trade activities in the region.  According to Ruhollah Latifi, spokesman for the Islamic Republic of Iran Customs Administration (IRICA), the two corridors are the Kyrgyzstan-Tajikistan-Afghanistan-Iran (KTAI) route and the Iran-Afghanistan-Uzbekistan corridor.  He told Tehran Times that the aim of the corridors is to bolster trade via Iranian borders.  Click here to read more (external link).
