Taliban Offers Rare Look at Inner Politics Through Speech

Offering a rare glimpse into the inner workings of the Afghan Taliban, the group publicly shared a speech in which its deputy leader seemed to be chiding a gathering of Taliban fighters for their internal rivalries, lack of motivation, and disciplinary issues.

The date and place of the speech by the head of the deadly Haqqani network, Sirajuddin Haqqani, was not clear.

Haqqani started off by lauding his followers’ performance on the battlefield that he said helped “crush the arrogance of the rebellious emperors of the world” and provided an atmosphere in which they could gather and “sit together with confidence.”

However, he soon turned to warnings of becoming complacent and craving materialism over the “sincerity and pure intentions” of the “jihad” that they launched two decades ago.

“If you show such inclination, success will turn into failure and degradation,” Haqqani warned his followers.

He also chided Taliban members for becoming lax in jihadi duties.

“Now, for example, in Nangarhar, we need Mujahideen formations to come to us from Wardak, Ghazni, other provinces, so when we say to the Mujahideen that they are needed there then sometimes they say: We have passed our turn, it is winter, we will go in the spring. … So what if it is winter or if it is spring? Isn’t the duty obligatory, because you have pledged that we will obey in both hardships and ease?” he said.

Tensions within 

His address described how, as the group expanded its organizational structure, rivalries emerged, threatening to undermine the unity of the organization.

“[S]ometimes one commission considers itself against another commission as one state against another,” he lamented, urging that the members of the group should refrain from “propagating against each other and conspiring.”

He warned of the enemy benefiting from the differences among them. “The only reason for this misfortune is pessimism, discord and verbal disputes,” he said.

Haqqani went on to lecture Taliban members on following their local leaders for the cause, even if they disliked them.

“Just say to yourself, that I will keep my mouth shut, I will continue this service with courage and sincerity. I will give and I will obey,” he instructed, while telling the leaders to also focus on self-improvement.

Commenting on complaints he had received from various parts of the region, he warned relatives of fighters killed in battle to take care of their widows and children.

“We have heard that the widow of the martyr has been kicked out of the house by the brother of the martyr and she is forced to beg in the bazaar,” he said, saying this happened to dozens of women.

Discussing the political developments and the deal Taliban signed with the Americans in Doha in February of last year, he tried to garner confidence in the process by describing the pains Taliban head Mawlawi Hibatullah Akhundzada took over every point.

“In a simple detail, which is superficial, he refers it to the leadership council and after the leadership council he refers it to the sheikhs, and after complete satisfaction, he sends it the office in Qatar,” Haqqani said.

He also told the military arm of the group to refrain from doubting the efforts of the political office in Doha, which he said was working hard.

“[D]o not be influenced by the biased propaganda of the enemy,” he said.

Haqqani accused the Americans of “treachery” and violation of the Doha agreement but insisted that the Taliban would stick to the deal as long as the other side did not break it.

Does Taliban really have drones? 

He warned, however, that the Taliban had acquired drone technology and missiles along with military strength. If the deal was broken, the fighting this time would be so fierce, the enemy would “wish the battlefield was like in the past.”

The references to weaponry and fierce fighting, according to Andrew Watkins of the International Crisis Group, an independent conflict resolution organization, are more of a morale-boosting effort than a military strategy.

“His message is actually, wait, be patient. It is OK to be patient, because, unlike in the past, we have more advanced weaponry now,” Watkins said.

He added that there was some evidence of the Taliban using prototypes of armed drones, but it was impossible to know the number they possess.

“To date, their value is more of propaganda and morale (the same way Siraj mentions them here!) than it is a strategic military shift,” Watkins said.

Haqqani’s comments come at a time when the administration of U.S. President Joe Biden is reviewing the Doha deal and, in particular, the May 1 deadline for the withdrawal of all foreign troops from Afghanistan.

In an interview with VOA’s Afghan service this week, Republican Congressman Mike McCaul said he hoped that U.S. peace envoy Zalmay Khalilzad will discuss the withdrawal timeline with the Taliban in Doha and take them on board for an extension.

Khalilzad is in Kabul and is scheduled to make trips to other regional capitals and Qatar to try to accelerate a peace process that seems to be facing uncertainty.

Haqqani also chided his followers for their behavior toward the local population that, he said, already feared the Taliban due to “propaganda of the world.”

“One evening, I saw Mujahideen vehicles speeding so fast that people would avoid them,” he said, telling the listening audience to keep their pride and arrogance for the invaders and treat the locals humbly and with respect.

“[D]on’t do things that make you look unaccountable,” he said, adding that the militant group had an extensive structure for solving problems.

“If there are land disputes and other legal issues … the Islamic Emirate has set up its own organs for everything. There are courts, there is a military commission, there is invitation, there is intelligence, there are civilian casualties and there are complaints … everything is there,” he said.

It was rare for the Taliban to widely publicize the message of anyone other than their supreme commander, Akhundzada, according to senior journalist Tahir Khan who has been covering the Taliban for years.

One possible reason for the message, Khan said, was to mitigate problems within the Taliban ranks while also showing the world that the group held its own accountable.

“Sirajuddin Haqqani is widely respected among the Taliban. This message will be taken seriously among the rank and file,” Khan said.

US peace envoy discusses transitional government during Kabul visit

1TV: US Special Representative for Afghanistan Reconciliation Zalmay Khalilzad has discussed the possibility of forming a transitional government in his talks with Afghan politicians during ongoing visit to Kabul, a senior US State Department official said on Wednesday. Kabul University Professor Shot Dead Amid Wave Of Targeted Killings

KABUL — Unidentified gunmen have shot dead a Kabul University professor and religious scholar in the Afghan capital, a day after three female employees of a television channel were gunned down in the east of the war-torn country.

A Kabul police spokesman said the university lecturer, Faiz Mohammad Fayez, was on his way to a mosque for morning prayers when he was shot on March 3.

No group has claimed responsibility for the attack, which comes two weeks after two lecturers at Kabul University were killed when a bomb attached to the vehicle they were traveling in went off. No one claimed responsibility for that attack, either.

On March 2, three female employees of the Afghan television channel Enikass TV were gunned down in the eastern city of Jalalabad in an attack claimed by the Islamic State (IS) extremist group.

There has been a rising wave of killings targeting journalists, civil society activists, and officials across Afghanistan in recent months amid ongoing peace talks between the Afghan government and Taliban negotiators in Qatar.

Rights groups say the killings are intended to silence and intimidate independent voices and civil society in Afghanistan, which has made inroads on women’s rights and free speech since the 2001 U.S.-led invasion that toppled the fundamentalist Taliban regime.

Enikass TV said its three media workers killed in Jalalabad, the capital of Nangarhar Province, were recent high-school graduates aged between 18 and 20.

Afghan officials said police arrested their alleged killer, insisting he was a Taliban militant — a claim denied by Taliban spokesman Zabihullah Mujahid.

Nangarhar police chief General Juma Gul Hemat said the suspect used a pistol with a silencer in the attacks.

“We are alarmed by the killing of Mursal Wahidi, Sadia Sadat, and Shahnaz Roafi, and the repeated attacks on Enikass Radio and TV, which must be thoroughly investigated and prosecuted,” said Aliya Iftikhar, senior Asia researcher at the New York-based Committee to Protect Journalists.

Iftikhar said that working for a news outlet or broadcaster in Afghanistan “carries immense risk, and impunity will only further the cycle of violence and fear.”

In December, the IS group claimed responsibility for the killing in Jalalabad of a female TV presenter working for Enikass and her driver.

The Afghan Deputy And The Mystery Of The Smuggled Gold Bars

A high-ranking Afghan politician has found himself at the center of a scandal in Tajikistan involving $15 million in cash and some 90 kilos of gold bars seized from smugglers at the Dushanbe airport in November.

Mohammad Mirza Katawazai, the deputy chairman of the Afghan parliament, angrily rejects the claim by Afghan media that he is linked to the cash and gold.

The shock allegation was first made by Afghanistan’s 1TV channel, which said the powerful politician has been “behind the smuggling attempt” of “dozens of kilograms of gold and millions of dollars” of cash discovered and seized by Tajik customs officials.

The channel dropped the bombshell claim on its primetime news program on February 27, the day Katawazai, 39, arrived in Dushanbe for an official visit. He was part of a parliamentary delegation led by Mir Rahman Rahmani, speaker of the Wolosi Jirga, the lower house of parliament.

Upon his arrival in Dushanbe, Katawazai faced questions by journalists asking him about the alleged links to smugglers and the confiscated loot.

“These [allegations] are all nonsense. I’m a politician, not a businessman,” he said on February 28.

Meanwhile in Kabul, the Afghan Interior Ministry told the 1TV channel that it has begun gathering information to launch a probe into the claims against Katawazai.

1TV said it obtained its information linking Katawazai to the smuggled money from multiple sources but didn’t disclose their identities. The broadcaster also didn’t produce any evidence to back its claims.

The broadcaster also alleged that several other people — including police, local government officials, and customs services workers — have been involved in the smuggling.

“Katawazai wants to put a lid on the matter,” the TV channel said, alleging that his trip to Dushanbe was partially aimed at resolving the fate of the money and gold found by Tajik officials.

The politician had been desperately trying to prevent the news of his involvement in the scandal from becoming public, 1TV added.

According to the TV station, Katawazai’s one-on-one meeting with Saadi Sharifi, the Tajik ambassador in Kabul, on December 15, was part of the deputy speaker’s efforts to resolve the issue.

The Tajik Foreign Ministry said on its website that the meeting took place “at the request of the Afghan side.” It cited Katawazai as praising Tajikistan’s “favorable investment conditions for Afghan entrepreneurs.”

The 1TV report also claimed that the members of the Afghan parliamentary delegation that went to Tajikistan “are aware” of the matter, which according to the channel could be raised in meetings during the trip.

But Rahmani, the head of the delegation, told reporters in Dushanbe that talks and meetings in Tashkent will focus on bilateral cooperation, the fight against terrorism, and the intra-Afghan peace talks.

According to 1TV, the fate of the smuggled precious metal and money was even discussed during at a February 14 meeting between Saimumin Yatimov, the Tajik state security chief, and Abdullah Abdullah, the head of the Afghan High Council for National Reconciliation.

Authorities said Afghan peace efforts, security cooperation, and the situation along the Afghan-Tajik border was the main topic of the meeting in Kabul.

Dushanbe Keeps Mum

When news of the unprecedented confiscation of cash and gold first broke in Tajikistan in November, suspicion fell upon Tajik politicians and businessmen.

Local media reported that family members of a former manager of the Shugnov gold mine in southern Tajikistan were involved in the smuggling. There was no comment from Tajik officials.

Authorities in Dushanbe broke their silence on February 18 when they announced the gold and money had been illegally transported from Afghanistan by a group of smugglers.

The State Customs Service said the group attempted to send the cash and gold bars to the United Arab Emirates on a flight from the Dushanbe airport. But the goods were discovered and seized before they were loaded onto the plane.

Officials said three customs service employees at a Tajik-Afghan border crossing were detained and charged with “negligence” for failing to properly inspect the goods coming into Tajikistan.

The Customs Services said seven people have been detained in connection with the case. No names or further details were made public by authorities.

Tajikistan has long been used a transit route for drug traffickers who smuggle Afghan opium and heroin to Russia which then goes to Europe.

Tajik state media often show photos and video of drugs that it says were confiscated from Afghan smugglers or their Tajik accomplices.

But it was the first time Tajik authorities reported the seizure of such large amounts of gold and foreign currency being trafficked from Afghanistan via Tajik territory.

In its report, 1TV aired a previous speech by Katawazai talking about the “widespread corruption in the government and parliament” of Afghanistan.

US Launches Diplomatic Push to Extend Troop Stay in Afghanistan

Michael  Hughes: U.S. State Department envoy Zalmay Khalilzad faces a daunting task – persuading the Taliban not to launch an offensive against Western troops that are likely to stay beyond the withdrawal deadline set by the Doha pact. The reboot in talks with the Taliban comes as the insurgents vow to kill any U.S. forces that remain on the ground after May 1, while the Pentagon draws up plans to increase airstrikes in advance of an insurgent offensive.

The Biden administration has repeatedly claimed that the Taliban have violated the withdrawal agreement by failing to split from al-Qaeda. In addition, the U.S. is unimpressed with insurgent efforts to engage in intra-Afghan talks, which is also stipulated in the withdrawal agreement. Three Female TV Employees Killed In Eastern Afghanistan

Three female employees of an Afghan television channel have been killed in two separate attacks in the eastern city of Jalalabad.

Local officials told RFE/RL that two employees of Enikas TV were killed in a shooting in Zargaran area on March 2. A civilian woman was also wounded in that attack.

A third media worker was killed in a nearly simultaneous shooting in Qasbeh area of Jalalabad, the capital of Nangarhar Province.

Enikas TV confirmed the killings in a Facebook post.

“They were going home from the office on foot when they were shot,” said Zalmai Latifi, the TV network’s director.

No one has yet claimed responsibility for the attacks, which follows the killing of Enikas TV presenter Malala Maiwand and her driver in Jalalabad.

The Islamic State extremist group claimed responsibility for that attack.

Ahmed Shah Pakteen becomes first on-field Test umpire from Afghanistan

Ariana: The first Test Tuesday between Afghanistan and Zimbabwe was a big day for Ahmed Shah Pakteen, who became the first Afghan to be an on-field umpire in a Test match.
