History News Network: It all began on April 25th 2016 when Matthew Rosenberg wrote an article in the New York Times titled “Afghanistan’s Vice President is Barred From Entering the U.S.” which stated that First Vice President Abdul Rashid Dostum, an ethnic Uzbek, “has been accused of war crimes and is not welcome in the United States.” This was in reference to an effort by Dostum to come to the US, meet with congressmen and officials in the Pentagon, and give a speech at the United Nations.
