Michael Hughes: It is impossible to decipher the true motives that drove Afghan Acting Foreign Minister Salahuddin Rabbani to suddenly resign from his post although his allegiance to CEO Abdullah Abdullah, President Ashraf Ghani’s primary electoral opponent, is likely a factor.
