8am: In a survey, the Agency Coordinating Body for Afghan Relief (ACBAR) reports the complaints of people and organizations regarding the intervention of local Taliban members in the aid distribution process.  The results of this survey published Tuesday indicate that almost all organizations have deep concern over the issue, saying that the local Taliban members and tribal elders intervene in the evaluation process and distribute aid to their relatives.
